21 year old males, one with a handful of license suspensions and the other with a clean driving record, would be quoted the same premium because the ass-hatery had happened over two years ago to one of them. I agree, violations and claims should eventually fade into the past, but for a driver who'd only been behind the wheel for 4 years at the time, those are serious mistakes and likely, IMO, carry more weight.
